National Assembly

Shared responsibilities, accountable stewardship and support for Local Assemblies. The National Soil Assembly is being developed to support local work, coordinate cooperation between communities, and manage the assets, resources and infrastructure placed in its care.

Purpose and relationships

Local Assemblies entrust defined shared responsibilities nationally and carry their recorded direction through their elected Fiduciaries. National bodies work within those mandates and return decisions, accounts and regular reports to the Locals. Stewardship means caring for what is entrusted; it does not automatically transfer ownership. National Soil also gives direction for international work delegated to the State Assembly.

National General Assembly

What does it do?

Brings together direction from Local Assemblies, considers matters entrusted nationally and records shared decisions.

What responsibilities are entrusted to it?

Shared matters received from the Locals, with clear mandates and accountability. National work supports the Local Assemblies it serves.

To whom does it report?

To the Local Assemblies through their elected Fiduciaries, recorded decisions and regular reports.

National Soil

National Business Assembly

What does it do?

Stewards assets, resources and infrastructure placed in national care; coordinates shared services and practical support for Local Assemblies.

What responsibilities are entrusted to it?

Assets and resources entrusted nationally, shared service arrangements and infrastructure within expressly defined limits.

To whom does it report?

To the Local Assemblies through National Soil, with clear accounts and regular reports on the use and care of what has been entrusted.

National Soil

National Jural Assembly

What does it do?

Supports Local Jural work through shared resources, training, guidance on records and coordination between Assemblies.

What responsibilities are entrusted to it?

Support for the Locals and any responsibilities expressly entrusted nationally. Any proposed national hearing role needs its own authorised scope and process. The proposed National Coroner Committee is an example of national support.

To whom does it report?

To the Local Assemblies it serves, under the reporting arrangements in each authorised Office Description, Committee Charter or process. Support and administration remain distinct from independent findings.

National Soil

National Guardianage Assembly

What does it do?

Supports Local Guardianage through shared training, communications, resources and coordination of assistance between communities.

What responsibilities are entrusted to it?

Shared support and coordination entrusted nationally. Local needs and responsibilities remain the starting point.

To whom does it report?

To the Local Assemblies it supports, through readiness, resource and assistance reports and agreed coordination arrangements.

Authorised structure and current status

Maintained Office, Committee and process records will show their jurisdiction, pillar, purpose, selection or membership method, responsibilities, limits, reporting arrangements and governing document.

Authorisation and operation are recorded separately. An authorised description may await election; an authorised Charter may await formation.
