Purpose and working material

Purpose and scope

The Jural Committee is developing the proposed functions, safeguards and working processes of the Jural pillar within National and Local Assemblies. Its focus is fair process, protection of rights and Peaceful Repair. The work described here is research and preparation, rather than a statement that a court, hearing body or Office is already authorised or operating.

Local work concerns fair hearings, evidence, participation and repair within an agreed scope. National work supports Local Assemblies through shared resources, training, records guidance and coordination. Any proposed national hearing role needs its own defined responsibilities, limits and reporting arrangements.

Work being developed

  • Proposed structures and functions for Local and National Jural Assemblies, with clearly defined jurisdiction, authorisation and accountability.
  • Draft jury and hearing processes from an initial notice of harm through evidence, fair consideration, findings and peaceful repair.
  • Safeguards for participation, jury selection and service, impartial consideration and protection of rights.
  • Record-keeping and evidence-handling guidance, including appropriate access, privacy and publication arrangements.
  • Draft responsibilities and selection arrangements for any supporting roles, without presenting proposed Offices as filled or operational.
  • Templates, procedural guidance and training materials for community review.

Committee and subcommittee proposals

The following are identified areas for development, with membership, charter, authority and operating status still to be confirmed:

  • Jural Oversight Committee.
  • Jural Committee connections at National and Local levels.
  • Initial Intake Committee — National and Local.
  • Jury Selection Committee.

Boundaries and expected outputs

Guardianage and peacekeeping arrangements are being developed separately. Any relationship with those functions must be expressly defined. Expected outputs are draft processes, role descriptions, safeguards, templates and training material for review and agreement; these do not themselves confer authority.
