Purpose and working material

Proposed role of the National Treasury Committee

The Treasury Committee is developing proposals for accountable financial stewardship within the National Business pillar. This work is research and preparation; it does not establish an operational Treasury or a current mandate over public money, assets or service providers.

Any future responsibility must be expressly authorised, limited to resources entrusted to it, and supported by agreed safeguards, records and regular reports to the Assemblies it serves.

Work being developed

  • A draft charter, responsibilities, limits, selection arrangements and reporting requirements for the Committee and a proposed National Treasurer role.
  • Safeguards for money and assets placed in its care, including transparent budgeting, accounting, audit and conflicts-of-interest processes.
  • Options for authorised service-provider payment and payroll arrangements, with validation of bills, clear decision-making and checks and balances.
  • Proposed payment conditions that prevent harm, protect rights and support community prosperity.
  • Research into funding and continuity of essential services and infrastructure, subject to the direction and resources entrusted by the people.
  • Relationships between Local and National Treasury responsibilities, including how recorded community direction is carried out and reported back.
  • Research into proposed Prosperity Credit Unions and any clearly defined relationship with an authorised Treasury.

These outputs are proposals for review and agreement. Holding assets in care would not, by itself, transfer ownership or create wider authority.
