Strategy Task Force

A charter of service

The Strategy Task Force exists to help the Assemblies grow into their full and proper function.

It is not a governing body, and it does not exist to lead, command, or decide for others. Its role is to notice what is emerging, to think carefully about what lies ahead, and to help the Assemblies prepare — calmly, peacefully, and without haste — for what comes next.

The Task Force is transitional by nature. It exists only for as long as it is useful, and its success is measured by the moment it is no longer needed.

How the Task Force serves
Those who participate in the Strategy Task Force do so in service to the people and to the Assemblies. The work is undertaken with an Assembly mindset: grounded, respectful, non-corporate, rooted in self-governance and to benefit the people.

The Task Force does not exercise authority. It does not make decisions on behalf of Assemblies, override local will, or retain control of work once it has been handed on. Instead, it supports clarity, readiness, and coordination — offering insight where it may help, and stepping aside when it no longer does.

The Task Force is in effect the stewards of the detailed plans that ensure we achieve the three stated assembly objectives. Readiness matters more than speed. The Task Force exists to help ensure that when action is taken, it is taken with confidence and standing, rather than urgency or pressure.

Its place in the wider structure
The Strategy Task Force operates alongside the Pillars rather than within them. This allows it to remain attentive to the whole picture — noticing patterns, risks, and opportunities that may cut across multiple areas of work.

When it identifies a gap or pressure point, it does not seek to fill it permanently. Instead, it helps shape an appropriate response and passes that work to the Assembly, Pillar, or Action Group best placed to carry it forward.

All work is undertaken with the clear intention that ownership ultimately rests with the Assemblies and relevant Action Group themselves.

What the Task Force is preparing for
The Task Force holds three areas of preparation in view.

Objective 1 – a properly seated, functional State Assembly with standing to function in the International Land jurisdiction. The Task Force supports readiness for State Assembly elections. This includes helping clarify what must exist before elections are held so that they are lawful, defensible, and meaningful — not rushed or symbolic.

Objective 2 – a properly seated, functional National Assembly with standing to function in the National Soil jurisdiction. The Task Force supports readiness for National Assembly elections, with the same emphasis on clarity, consent, and coherence. The aim is to ensure that national coordination strengthens local authority rather than replacing it.

Objective 3 – Government peacefully and voluntarily acquiesce authority to the people through the Assemblies. The Task Force helps prepare a strategic pathway for this outcome. This work focuses on disengagement from presumptive authority, continuity of essential services, and the steady acceptance of responsibility by the people through their Assemblies.

How the work is approached
The Task Force spends time researching and comprehending both the current reality and the desired end state. This includes observing how legacy systems operate, identifying where Assemblies already have capacity, and noticing gaps in structure or process and risks may arise.

From this comprehension, it helps shape strategic pathways — not outcomes. It supports dialogue, preparation and coordination to get necessary work done.

Together, and as we engage with others, we create communities where participation and progress matters, but relationships and conversation are as important. We build trust and an environment where the work should be enjoyable balancing outcome requirements with people’s lives, motivations, needs and purpose.

Boundaries and limits
The Strategy Task Force does not carry out operational work, deliver projects, or manage day-to-day activity. It steers activity and focus toward achieving the aims but will not be a permanent feature of governance.

Its authority is no greater than the trust placed in it by the Assemblies it serves.

Participation
Participation is intentionally limited to a small working circle. Those involved are expected to think strategically, speak plainly, and remain alert to corporate habits of control or abstraction. The work calls for discernment, patience, and a willingness to step back as much as to step forward.

Accountability and conclusion
The Task Force reports openly through established coordination channels and remains accountable to the Assembly network as it develops.

As Assemblies become seated, confident, and capable of carrying strategic coordination themselves, the Task Force will step back — and ultimately dissolve — having done its work.

In this way, the Strategy Task Force exists not to endure, but to serve the moment until it passes.
