Recording Secretary / International Notarial Witness (RS/INW) Working Group
Purpose
This Working Group has been formed to investigate the potential role and relevance of the Recording Secretary (RS) and International Notarial Witness (INW) within the Terra Australis Assemblies. These roles are used within the American Assembly system to lawfully witness and record public and private documents with international standing. Our goal is to determine whether a similar function is both lawful and beneficial within our jurisdiction.

Scope of Work
The group will:

• Research the origin, authority, and responsibilities of the RS/INW roles in the American system.
• Evaluate whether these roles can lawfully function under our structure of self-governance on Terra Australis.
• Identify which Assembly and pillar (e.g., Jural, Guardian, Governance / International Business or General) these roles should proceed from.
• Define the jurisdiction, scope, and limits of these roles in our context.

Deliverables
Should the roles be found applicable, the group will then:

• Draft role descriptions, outlining duties and qualifications.
• Create procedures for how individuals may become verified and approved RS/INWs.
• Develop a handbook, training manual, and verification process to ensure high standards, lawful process, and international recognition.

This is foundational work for future document recording and witnessing services across all Assemblies. All are welcome to contribute — especially those with experience in notarial processes, document certification, or international law.
