National<\/strong> and State Assemblies<\/strong> operate remote from the direct, relational environment. Because of this, greater care is required around process, clarity, and record-keeping.<\/p>\n Decisions, made at a Local Assembly that have an impact on other geographic areas (an example might be damming a river), may be brought to life by the Fiduciaries on the National Assembly.<\/p>\n The National Assembly cannot deny the will of the people - the only decisions made here are about how to enact that decision and ensure no harm is done.<\/p>\n The only authority a Fiduciary<\/strong> on the National Assembly has is that granted by their Office Charter, to act in behalf of the people, or that which comes with the task delegated to them by the decision given authority by their Local Assembly. That is, according to the collective will of the people, expressed in their Local Assemblies.<\/p>\n At the national level, record-keeping becomes more important. The National Assembly coordinates across all Local Assemblies, managing and maintaining delegated assets (Treasury etc.), national infrastructure (rail, ports, airports etc.) and resources (coal, gas, uranium etc.). They are absolutely answerable to the people via the Local Assemblies and, as such, clear records preserve transparency of discussions, what was agreed, how authority was exercised, and what actions were taken, so that trust can be maintained across distance and time.<\/p>\n At the state level, the function shifts again.<\/p>\n The State Assembly operates in the international land jurisdiction and interfaces with GovCo and other corporations, as well as foreign nations. They require the highest degree of structure, procedural clarity, and formality. Records at this level must be precise, standardised, and defensible. Discipline is required to protect standing and legitimacy, as well as protecting the people in Office and all the people on Terra Australis.<\/p>\n Across all jurisdictions, the challenge is the same: to ensure the structure serves the work rather than replacing it. It is worth mentioning here that the State Assembly and National Assembly cannot override a decision or action properly made<\/strong> by a Local Assembly.<\/p>\n When process is clear and responsibility is carried with integrity, it continues to feel worthwhile to participate. People can trust that their voice matters, that decisions are handled carefully, and that the work remains aligned with the values that brought everyone together in the first place.<\/p>\n It also means people recognise the responsibility they have to speak up when they see or feel something is not quite right.<\/p>\n This is how Assemblies grow in capability without losing their heart, by allowing structure to support life, rather than overshadow it.<\/p>\n Remember the old saying \u201cyou get the government you deserve\u201d? The same is true of your assemblies \u2013 if you don\u2019t actively participate then someone else will make the decisions for you.<\/p>\n As Assemblies connect beyond the local level, the nature of the work begins to change.
